How to fix the Could Not Use the Move Tool Because the Layer is Locked Error. Is your move tool not working in Photoshop? It's an annoying problem in part because of how easy it is to fix. It's a "feature" of Photoshop that prevents you from messing up your artwork. The "could not use the move tool because the layer is locked" error is saying that the Photoshop Move Tool not working because the layer you're trying to move has an attribute turned on to lock it or prevent you from making changes to it. Often times you'll enable this feature to protect the original artwork so you don't accidentally make changes to it you can't walk back.

To deactivate that feature and remove the Could Not Use the Move Tool Because the Layer is Locked error, make sure the layer you're working with is highlighted in the layers panel, and above the layers look where it says Lock: and has 4 icons. You want to deselect the one that looks like a lock. When you deselect it, you should see the lock icon disappear off the highlighted layer below. Now you should be able to move the layer without the layer is locked error appearing.That is how you open a locked layer in Photoshop. Extra tips on how use the move tool in photoshop:
To use the photoshop move tool shortcut, select the letter v on your keyboard.
To duplicate a layer using the move tool, highlight the layer you want to duplicate, select the move tool with the move tool shortcut letter v, then hold down alt/option and move your layer with the mouse.
