Phone Charging but Not Connecting to PC? Fix Android USB File Transfer

Simple rule:
Charging only = phone receives power, but PC cannot browse files
File Transfer / Android Auto = Windows can access phone storage
Data cable = required for file transfer
Charge-only cable = may never show the phone in File Explorer
If the phone works on another PC, the issue is likely with Windows, drivers, or USB ports on the original computer. If it does not work on another PC either, the issue is more likely the cable or phone USB settings.
