An administrator can restrict applications and folders from standard users. The standard users will get an access denied message when they try to access it. The access denied error message will be the default for all restricted areas. However, you can also customize the message for the users to see. You can also add the email assistance option where a user can email the owner/admin to ask for permission for access.

Run [gpedit.msc]
