The policy for immigration is intended to produce a combination of economic and social effects. The policy sets for an annual basis with the overall available places capped at a ceiling of 160,000 for the duration 2020-21. The scale and structure of the Migration Program are calculated annually through the Budget Mechanism of the Australian Government. It is notified after detailed public meetings with the governments of the state and territories, industry and cultural organizations, and the general public. Public perceptions, economic and labor force estimates, international studies, net offshore migration, and economic and fiscal modeling are all taken into account in the program preparation. Nomination assignments are made open to States and Territories in the Skilled-Nominated (subclass 190), Skilled Work Regional (Provisional) (subclass 491), and Business Growth and Investment Policy (BIIP) under the 2020-21 Migration Program settings. States and territories each determine qualifying candidates based on requirements relevant to their respective jurisdictions.
