In the last decade, cyber incidents have become more expensive, more disruptive, and in many cases more political. The United States, the European Union, NATO and other world powers released joint statements condemning the Chinese government for a series of malicious cyber activities. They attributed responsibility to China for the Microsoft Exchange hack from early 2021 and the compromise of more than 100,000 servers worldwide. How can governments prevent such attacks? How can they ensure cyber security? To grasp state-level strategies and understand the capabilities of nations in the cyber domain, the speakers for this lecture: Bart van den Berg, Dorien van Dam will discuss cyber security from an offensive operational perspective. They are Academy Fellows at the Clingendael Institute, an independent think tank and academy on international affairs, where they are responsible for international security and diplomatic practice training programmes.
