ScpToolkit: Fix Controller Not Working at Start Up [READ THE GITHUB PAGE, EOL]

Please use some alternative software from now on as this software has not been maintained since 2016 and has since been archived. The owner, Nefarius, suggested DsHidMini. I am sorry I had to turn off the comments but it will help people look for this edit in this description. Thank you everyone for your kind comments and for anyone still looking for this exact fix, I will keep this video up. If you have further issues and are on Win10+, please look for an alternative piece of software like the one mentioned above, thank you. Likes and dislikes will not be turned off so people using the "Return YouTube Dislikes" extension can easily tell that this tutorial is worth checking out.
Note that after you set it to Automatic Delayed Start, start or restart the service to get it working if it's not working already.
