Just C++ - dlib overview
dlib is a C++ library offering classes for Machine/Deep Learning, Image analysis and numeric problems. The library also contains a primitive UI library and other helpful functions such as basic file/directory support. It is licensed under boost license and uses the same style.
Dlib also has very good python bindings.
