The Code Scanner feature will immediately open the selected app if you add a hidden QR Code control to the Control Center (Mail app for email, Safari for webpages, and so on).
Swipe down from the top-right corner of your iPhone's screen to access Control Center.
Tap the new Code Scanner control.
This will bring up a dedicated QR code scanner. Point the camera of your iPhone at the QR code.
After a split second, it will be scanned, and your iPhone will open the appropriate app to complete the action.
