What happens if a city is funded entirely by traffic fines?
In this experiment, I tried to build the most unethical city possible in Cities: Skylines 2, a place where the only goal is to make drivers fail. No fair road design, no smooth traffic flow… just confusing layouts, bad intersections, and setups designed to force as many mistakes as possible.
Why? Because every mistake means money.
By intentionally creating terrible roads, awkward turns, and impossible traffic situations, I turned the entire city into a giant fine-generating machine. Speeding tickets, parking violations, and constant driver errors quickly became the main source of income.
But can a city actually survive like this?
Or does exploiting one mechanic completely break the simulation?
By the end… the amount of money this system generates gets pretty ridiculous.
