Yes, I too miss the days before DLC's and cash shops. This would definitely be 10 € if it came out now.
Also, all the Propylon Indices are in the same locations, no matter whether you have the plugin or not, however, without the plugin you cannot do the quest and you cannot receive the Master Propylon Index at the end.
You start the Master Index Quest by talking to Folms Mirel, the steward of Caldera Mages Guild, about work. Hlormaren Propylon Index is located in Caldera, in the store of Irgola the Pawnbroker. Either steal or buy it.
You get 500 gold per every index you turn in. Next will be the Marandus Propylon Index.
