Go to settings at first. You will go to screen time. Then you will go to this option "content and privacy restrictions". After that you will tap on this option "content restrictions". Now you need to enter the screen time passcode which you have used. After that you will go to this option "web content". Now if you see in this case I have selected this option "Allowed websites only" and only the websites which are listed here will be opened. For example if you see there is no google website here. So if I try to open google website by using safari then let us see what happens.

You can see I can't open google website but if I try to open something like this apple start

you can see the page will open. So what you need to do in that case is you have to again go to this "content and privacy restriction". Go to "content restriction". Enter the passcode and after that go to this option "web content" and you have to select this option unrestricted access. So in this case you will be able to open almost all of the websites. So let me go back again and let me open google. Let us see what happens.

Now in this case if you see the google websites opens up.
