In summary, while a photon traveling at the speed of light doesn't experience time and can potentially journey indefinitely, the expansion of the universe affects the space through which it travels. As a result, the photon's light becomes increasingly redshifted over vast distances, eventually stretching beyond our detectable range. Once the photon's light is undetectable, it effectively passes beyond our observable universe horizon, and we lose the ability to observe or detect it.
