Follow these steps:
1:Create New Document
2:Select Ellipse Tool
3:Draw a circle pressing Shift + Alt Keys
4:Fill yellow color
5:Create a mouth
6:Draw an eye using Ellipse Tool
7:Fill black color
8:Select Line Tool and draw a straight line pressing Shift Key
9:Move it to suitable place
