This video discusses the only way I found how to fix error codes #3_396b37e_126 and #3_9fd2d3d4_5 in Ubisoft / Ivory Tower's The Crew on Windows PC. From the front end main menu, upon selecting Continue, if you receive the following:

SERVER ISSUES
The Crew services are unavailable or you have lost your connection.
For more information, go to www.support.ubi.com. Do not forget to note carefully this error code: #3_396b37e_126.

or error code: #3_9fd2d3d4_5., then the only way I found how to get past these errors was to simply wait until the Summit week in question terminated (no more than 10 days wait). In my case, once the new Summit week began, I once again had access to all functions of the game as well as my save game profile.

Backstory: The week of the Summit final - last week of August 2020, I'd receive at repetition error #3_396b37e_126 when logging in. I was able to bypass this error and progress into gameplay, and even compete in every event of that week's Summit, but should I attempt to score a medal in anything other than a Summit activity (such as a skill competition or a single player mission for example, I would then be subsequently booted back to the title screen, this time receiving error #3_9fd2d3d4_5. When I contacted Ubisoft support about the issue, they sent me on a wild goose chase, changing settings in my router, changing settings in my Windows network connections, changing settings in UPlay, etc. all to no avail (trying to convince them that my issue was remote profile related, seeing that my buddy who had the base game without Wild Run could still connect and play the game just fine whilst I could not, fell on deaf ears). The issue thankfully resolved itself after the Summit week in question finished and the new Summit week began.
