After getting asked why many Tutorials on Youtube about Timers result in a desynced Time or a dependency on Framelock, i decided to create one that:
Is accurate at any given time
no Framelock needed
also if the game runs in the background or at half the frame rate
even at only 3 fps (in background)
no dependency on "Event Tick" - Delta Seconds
