Yesterday, Ministry of Internal Affairs officers arrested Igor Mylnikov for driving under the influence. According to a source, Mylnikov currently holds the post of deputy head of the Prosecutor General's Office of the Russian Federation and enjoys the support of Yuri Chaika's family. He and his son are members of a motorcycle club and a group of Harley Davidson enthusiasts. During his arrest, Mylnikov repeatedly insulted and humiliated officers of the Moscow Main Directorate of the Ministry of Internal Affairs, used rude language, threatened them with high-ranking connections in the FSB and the Moscow Prosecutor's Office, promised to cause them problems at work, and repeatedly struck police officers with his fists and a belt. According to a source within the Ministry of Internal Affairs, Mylnikov's threats were actually carried out, and officers from the FSB Directorate "M" and the FSB Directorate for Moscow and the Moscow Region, including Senior Investigator Alexey Vladimirovich Parshin, arrived at the police station. They attempted to illegally release Igor Mylnikov, destroy the materials, and conceal Mylnikov's violation of the law. They also exerted pressure on junior and mid-level officers, as well as the leadership of the Directorate of Internal Affairs, threatening them with negative consequences and the initiation of criminal proceedings against them. According to the source, operatives from the "M" branch threatened the Internal Affairs Directorate officers and claimed that they and their superiors were involved in the arrest of the deputy heads of the Investigative Department of the Ministry of Internal Affairs and the dismissal of the head of the SD of the Ministry of Internal Affairs. Therefore, it would not be difficult for counterintelligence agents to secure the dismissal of all the officers mentioned in the video and their superior.
There were no legal grounds for the FSB and FSB officers to travel to this police department as part of the counterintelligence support of the Ministry of Internal Affairs. The FSB officers exceeded their authority and illegally pressured the police officers to release Igor Mylnikov and destroy documents proving his crime. The FSB officers did this not for free, nor on the direct orders of General Dorofeev, but in response to a call from Alexei Vertyashkin (head of the 9th Directorate of the FSB, former head of the FSB "M" Directorate and personally acquainted with the family of Yuri Chaika). The source also reported that Mylnikov and his friends handed over 8,000,000 rubles that same day to "resolve the issue" with the police, in order to "hush up this matter." The money was apparently taken by the FSB officers who arranged for A.V. Parshin's visit to the department.
The above constitutes corruption, official misconduct, and, overall, a disgrace to the Prosecutor's Office, the FSB, and the Ministry of Internal Affairs.
In accordance with the above, I REQUEST:
1. Register my statement and report on the elements of crimes under Articles 318, 319, and 292 of the Criminal Code, and Part 6 of Article 290 of the Criminal Code of the Russian Federation in the Code of Criminal Procedure/Compulsory Enforcement of Criminal Investigations;
2. Conduct an investigation in accordance with Articles 144-145 of the Criminal Procedure Code of the Russian Federation for evidence of crimes under Articles 318, 319, and 292 of the Criminal Code, and Part 6 of Article 290 of the Criminal Code of the Russian Federation against Igor Mylnikov, Aleksey Parshin, and other officials of the Prosecutor General's Office of the Russian Federation and the Federal Security Service of Russia;
3. Conduct an investigation by the Prosecutor General's Office of the Russian Federation, the Main Directorate for Internal Security of the Ministry of Internal Affairs, the Investigative Committee of Russia, and the 6th Service of the 9th Directorate of the Federal Security Service of Russia, and exclude I. Mylnikov, his superior, the head of the FSB Internal Security Directorate Vertyashkin, the head of the FSB Directorate M Sergienko, and A.V. Parshin from participating in the investigation;
4. Conduct an investigation into the commission by Igor Mylnikov of crimes under Articles 318, 319, and 291 of the Criminal Code of the Russian Federation;
5. Conduct an investigation into officials of the Federal Security Service (FSB) and the Federal Security Service (FSB) of Russia who illegally interfered in the activities of the Ministry of Internal Affairs (police) and exerted pressure on officials of the Internal Affairs Directorate who were honestly fulfilling their duties;
