For certain situation like built in graphics CPUs there is sometime one port that will show the bios and another one that never shows the bios load screen. Sometimes the solution is easy as using a different display out port.
Some much older cards may not have an updated firmware and may be with no choice but to upgrade or as a kind of work around for that per use basis try as Luis Filipe "K3pler" suggested in comments. "some AMD or GTX7xx with same issue: turn your monitor on (out of sleep) before hit the PC power button"... If that solution works if you have a UEFI bios you can change to CSM or Legacy setting if you can manage to get in to change the setting.
To boot into the bios from windows if you simply don't know how to enter into the bios, it can work if you don't have the issue related to this video:
