Because ARPANET designed a way to control networks called NCP (Network Control Protocol) it works well for small networks, but when it comes to interconnecting other networks and guaranteeing reliable communications, it becomes a problem.
TCP instead of trying to control the network communications, it focused on end-to-end reliable error-prone communications.
