Location tracking is a very common phenomenon these days. Google does this, and in fact, most of the apps whose functionality depends on location also keep track of users' locations. Most people think that disabling location services on their smartphones or other devices will fix the problem. However, background information will still be passed on to Google.
Google generally tracks users' positions based on the services and applications they use. Even IP addresses are used and it is not enough to switch off the location service from the smartphone. To prevent Google from tracking your location, users need to deactivate web and app activities in their Google account.
