TL;DR:
This issue has been fixed on later version of Windows 7 by installing the latest cumulative updates. If you have automatic updates disabled, I would recommend for you to enable it.

Wow, I'm surprised that this method worked. This reminds me of the con/con bug found in Windows 9X era.

This is much more than just a con/con bug. By accessing "C:\$MFT\123" with Internet Explorer, or search for it while running Windows 7, will result in a strange behavior. Windows 7 will slow down, or even hang, forcing the user to reboot the machine.

Now how does this method work? In my theory, the $MFT folder inside the C:\ is a system folder, in which can't be access or modified, just like the con/con bug in Windows 9X. When Windows requests access to that specific folder, it hangs the OS since the folder itself is not accessible since the folder is part of the NTFS. However, Windows FOUND that folder, but instead giving an error message saying the directory wasn't found, Windows 7 waits to see the contents of that folder, thus hanging the OS until you reboot it.
