In 1.21.5 you no longer have to add the levels tag

• Sharpness Lvl 255 (1.21.5): /give @p netherite_sword[enchantments={"minecraft:sharpness":255}]
• Sharpness Lvl 255: /give @p netherite_sword[enchantments={levels:{sharpness:255}}]
• 1000 Damage Sword: /give @p netherite_sword[attribute_modifiers=[{id:"attack_damage",type:"attack_damage",amount:1000,operation:"add_value"}]] 1
