Bill 10449: Why won't it work? We discuss this issue with @ngolbin (Marine Lawyer).
Bill 10449 (the new mobilization law) has sparked a heated public reaction. Even members of parliament have said it is inconsistent with the Constitution of Ukraine and violates human rights. This bill proposes blocking accounts for failure to appear in response to summonses at the Transport and Communication Centers and the Special Purpose Building, banning driving, registering an electronic account for conscripts, and denying consular services. Other amendments to the mobilization law, the law on military and armed forces, and the law on martial law are also proposed.
