Change RTSS settings from "Frame Start" to "Frame Presentation" for more accurate (kind of) results that closer matches what you see on screen. Still not 100% accurate.

The best frame pacing is from "Front Edge Sync."
But try all of them for the best results and how they feel.
You can also try limiters from drivers level and other apps like SpecialK.
Then see how it looks on Steam Overlay and if up and down arrow stay close together.
