The maximum risk for the options buyer is always the value paid for the option, whether buying a call option or a put option.
The buyer of a call, depending on the chosen strike price, loses if the stock does not rise in the desired direction.
The buyer of a call option loses if the stock price falls, always depending on the chosen strike price.
Risk of a call option and a put option for the seller:
The seller of options receives the premium and therefore assumes a much higher risk.
The seller of a call option has unlimited risk and loses money if the stock price rises.
The seller of a put option also has a high risk if the stock price falls significantly; the maximum the stock price can fall is zero, which is the risk for the seller of a put option.
