Feel free to follow this guide as closely or loosely as you want after turn 5. You should be able to have a strong enough army to carry on your story. This is meant for legendary so on easier difficulties you could do much better.
Using a city as an influence farm will help you out a lot, and if you do not want to declare war on the other skaven that Tehenuin is fighting you can always farm the Skaven found in the Mark of the Old ones.
