The default block limit for the fill command, the fillbiome command and the clone command is 32768 blocks. This limit can be increased as of minecraft java edition snapshot 23w03a for minecraft 1.19.4. This is done by using the gamerule commandModificationBlockLimit:
Command used: /gamerule commandModificationBlockLimit 20000000
