Quick Witches Ritual Public Events Double Dipping
Go to either titan the rig or mars glacial drift. Make the event heroic. Fast travel back to get a new instance, hopefully with the public event active. If you get an escalation protocol, wait there until it ends, and the witches ritual should start up.
