Make sure you have all your clothing. I got mine for free from the quest with the little boy at the market. Or you can get it for free inside the masquerade in the room at the back in a chest. Wear thoses clothing. There is a hidden passage in the middle at the back. It will lead you to a secret passage to a "noble pleasure den" perse.
