Tattooed Hugo is a Unique Monster in Xenoblade Chronicles 2. It is a member of the Rhogul family and can be found at level 31 at the Mine Elevator in the Empire of Mor Ardain. He is perched on the platform east of the Mine Elevator. To access the platform, ride the gondola from the Beraf Industry Ward power plant in Alba Cavanich.
