The Ocean Platform base design incorporates several types of build.
There is a large underwater base built from Vacuum Compartments that also make up a secure water pen.
The building around the water pen houses crafting areas and living quarters along with a large platform for you Giant Turtle to rest on and keep it out of the water.
I have also built a Castle that houses an indy forge, Tek Fabricator with a large crafting area, a cooking area and a farm.
