First shoot Glowblast Tear Precision Arrows on the Storm Cannon. Once it Tears off, the Stormbird should drop to the ground into a Shocked state.
Ideal to easily bind it with the Elite Ropecaster as long as it is Shocked. If you are too late for whatever reason and the Shocked state wears off, use the Knockdown Shot WT with a Hunter Bow or even easier: a Smoke Bomb.
Once the Stormbird is roped, shoot (Advanced) Frost Arrows on the armor plates. This will keep building the Frozen state like normal while keeping the machine from breaking free too soon.
Finally, pull out the (in this video: Relentless) Boltblaster and use the Ranged Master VS for a powerful Sustained Burst on the eyes.
Does the (Apex) Stormbird live afterwards? You can repeat the loop from the start by using Knockdown Shots instead and then roping the machine.
