Step by step:
Click Add Data
Open the map
Layers-Properties-Coordinate System-Projected Coordinate System-Gauss Kruger-Pulkovo 1942-Zone 4N
Georeferencing-Add Control Points
Start to the corners and left click and right click- Input DMS of Lon and Lat...
After click on Georeferencing and Update Georeferencing
