At the early game, you will notice that there is a dog bowl in front of your house. It seems like your grandpa used to feed the dogs too, so just do what he did :D put food everyday in that bowl and after 2 - 3 weeks, dog's heart will appear on your balance sheet. yay! ^-^
Once you get the heart, you can pick the red collared dog (the loopy ear one), or the blue collared dog (the no-loopy ear one) to adopt. Remember, you can't chose both. You can cancel your choice to repick the dog, but once you say yes to him, you can't change your mind!
It is a matter of taste though. I love the non-loopy one, but I prefer him to be red collared. So it is pretty hard for me :D
fyi, there is no dog house so you have to build one. I suggest you to adopt him after rainy season or after you build your dog house. That way, he could rest without cold.
