Step 1: Download the video and place it in your phone.

Step 2: Install a Video Live wallpaper app in your android phone, I'm using Wallpaper Engine for android https://play.google.com/store/apps/de...
Step 3: Open the app, give permissions, then pick the video and set as wallpaper!
For iphones you can use intoLive app. I don't have Apple products so I'm not sure about the procedure.
