The Artboards panel is located in the Window menu.
With an artboard selected in the Artboards panel, click on the menu in the upper right corner and choose Duplicate Artboards.
Objects that are hidden or locked will not be copied when duplicating artboards.

Keyboard Shortcut: Shift + O
Click on an artboard to select it. Hold down the Shift key to select multiple artboards.
To duplicate an artboard(s), hold down Alt/Option and drag out a copy of the selected artboard(s). Include the Shift key to horizontally or vertically align the duplicate artboard(s) to the source artboard(s).
