The 'Primitive Add' function is a new tool which is currently under development in Blender 2.92 Alpha.
The dev team REMOVED this function of Blender 2.91 and can be only found in Blender 2.92 Alpha so far!

'Primitive Add' is some kind of a freestyle tool which let you create primitives with two clicks and without any menu or shortcuts.. at least at the beginning.
