Town in Dungeons and Dragons are used for:
A resource dispensary through merchants, markets and shops

An above ground dungeon, think of towns in the same way you think of dungeons. Rooms are locations in the town and corridors are the streets.

Towns are self-contained by the natural boundaries surrounding. Space around a space station, the sea around a port, the forest around the village, the desert around the oasis, the mountains around the hamlet.

Make the town interesting to make players want to stay. What is interesting?

Make towns uninteresting to make the players want to leave. What is uninteresting?

Towns should have a well-defined personality, they are also characters in the story. NPCs relate mood and the societies feelings through the way they talk.
