Whenever you tune, you should have both heads open. Start with the beater, taking out the fundamental tone and then go to the screw mode. Repeat the same with the resonant head until you reach the desired tone.
Remember, if you want to tune in pitches (the notes that appear in the range when setting up a drum) that don't belong to the same drum (snare, tom, Napoleon, bass drum), they may have the same Hertz, but your drum won't feel the same; it will feel different and the sound will be a little wobbly.
