a.k.a., the 'Red Screen of Death' (RSoD for short).
I actually managed to put a foreign disc into my computer--in this case an Xbox 360 game disc--and see if the PCSX2 emulator would load the disc's DVD-Video portion. But to my surprise, it ended up showing an error telling me to put in a PS1 or PS2 disc.
Many people are familiar with this, and it happens when a non-PS2 game disc is inserted into an actual PS2 console. When this screen shows, the controls are disabled until the invalid disc is ejected.
UPDATE: In regards to Xbox game discs' DVD-Video portions, I tried putting in an OG Xbox game disc and then executing it in the PCSX2 emulator, and I got a message saying that the DVD Player isn't set up. Hmm, most likely the emulator doesn't support DVD-Video playback. :\
