To begin I added a video to my timeline and I would like to change it so it is like happening in a dream.
Click on new button in project panel and select adjustment layer.
The default settings should match your sequence, click ok.
Now drag adjustment layer above your clip in timeline and adjust its length to match your clip.
Then go to effects panel and search for gaussian blur, drag and drop gaussian blur effect into your adjustment layer.
With your adjustment layer selected, go to effect controls under gaussian blur and increase blurriness to 100 and make sure repeat edge pixels is checked.
Now decrease the opacity value until you get your desired result.
