David Teater, senior director of Transportation Initiatives at the National Safety Council, explains cognitive distraction, which occurs when a driver is talking on a cell phone while driving. This can result in inattention blindness, which occurs when a driver looks, but doesn't see, up to 50% of the driving environment, including stop signs, pedestrians and other important visual clues.
