go to control panel ;
select Programs and Features
select Microsoft community VS2015 with updates
Note : before change close visual studio 2015
to solve
install SQL Server Data Tools (SSDT) for visual studio 2015
download packages from the internet is not working

lets download packages files from
Visual Studio Community 2015 - ISO Image (Offline Installer)

will get donwload from above site into your download folder & copy paste that file into your D: or E:(where you want)
i am pasting in F:\software
extract that downloaded iso file & select packages\sqllocaldb_x86\sqllocaldb.msi file from the extracted iso file
open vs2015
you will get option report designer default(by right clicking on rdlc & seelct open with)
it means you can open rdlc in design mode
