1- Create _UserLayout.cshtml

2- Copy code from _Layout and paste it to _UserLayout.cshtml

3- Delete header tag and footer tag

4- Choose your navbar (navbar-static) and footer (footer) from bootstrap example to put code in _userLayout.cshtml

5- make _userLayout as default layout from _viewStart to test your design
