While doing a contact mission in Grand Theft Auto: Online, I had parked a van on top of a fence that I had ran over while I went out looking for these items. When I finally returned, the fence had respawned back to where it normally was, but that was unfortunately inside of my parked van, causing this annoying glitch to happen.
