Housing and communal services send you pieces of paper called receipts, but these are fictions and fraud under Article 159 of the Criminal Code of the Russian Federation. The Supreme Court of the Russian Federation, in rulings No. 301-ES17-1115 and No. 5-KG14-163, recognized that without a signature and seal, it is not a document, and you are not obligated to pay for it.

We live in a system where millions of people continue to voluntarily pay fake housing and utility bills, unaware that they are being treated as a legal fiction. For over 30 years, utilities have been paid annually from the state budget, but citizens are charged additional fees.
Such bills do not contain the signature of the chief accountant, director, seal, or certificate of services rendered. They are an informal proposal ("offer"), to which you "agree" by paying. In fact, this is a scam that falls under Article 159 of the Russian Criminal Code (fraud).
Please note the details: if the bank account begins with 407 028, it is a transit account for transferring funds to third parties, including foreign banks. Payments to such accounts may be classified as financing someone else's debt (Article 205.1 of the Russian Criminal Code, Federal Law No. 115-FZ).
You have not entered into any loan agreements in the United States, but your funds may be used to pay off someone else's debt, making you a participant in dubious schemes.

1. On the Decree of the President of the Russian Federation of May 4, 2011, No. PR-1168, "On the Fundamentals of State Policy in the Sphere of Legal Literacy."
2. As part of public oversight of corruption and the "Legal Education" program.
