It's all about uniform heating. The hot sand transfers heat to the copper pot from all sides. As the coffee heats, gases are released, and natural coffee oils and fine particles stabilize the thick foam, which quickly rises to the surface.
The barista pours this foam each time, then reheats the pot in the sand, and it forms again. This creates the unusual illusion that the coffee in the pot never runs out.
