Step 2 – Force Maximum Performance Mode
NVIDIA Control Panel → Manage 3D Settings → Power Management Mode →
Prefer Maximum Performance
AMD Adrenalin → Graphics → Power Tuning → Enable → Set mild frequency floor
Step 3 – Disable PCIe Link State Power Management

Step 4 – Clean GPU Shader & Cache Data
NVIDIA:

Delete folders: DXCache, GLCache, ShaderCache
Windows DirectX Cache:
cleanmgr
Check DirectX Shader Cache → Clean up system files

HWiNFO → Monitor frequency drops
RTSS / CapFrameX → Check frametime graph smoothness
