Chorus plants are funny things, they aren't like any other crop in Minecraft. They grow in seemingly random ways, but there is a trick to getting them to grow in a more predictable way that makes then more easily harvestable.
Getting the flowers to grow more plants is also tricky, you have to mine the flower before breaking the plant, otherwise you loose the flowers. You CAN however, shoot the flowers off the plants with arrows, which means you can use dispensers to fire arrows and harvest them for you.
So here is my chorus flower and popped chosus fruit farm for Vanilla minecraft 1.14 snapshot 19w07a.
It might not be the fastest or the most efficient, but it DOES work well and it looks good plus it uses a lot of fun mechanics to put all the pieces together.
The only thing I couldn't automate was picking the arrows back up and actually planting the chorus flower.
