Requirements:
Raspberry Pi 3B+ or newer
LibreELEC image for your Raspberry Pi version (https://libreelec.tv/downloads_new/)
LibreELEC USB-SD Creator
PC/Laptop for downloading and burning LibreELEC image (Wind/GNU+Linux/Mac OS)
2GB microSD card or higher (if you don't plan to host files locally use 2GB microSD)
Network Attached Server (NAS) with plain old Samba or NFS share (optional)
HDMI to VGA converter (if you will use VGA monitor) For RPi 4B you need a microHDMI to HDMI.
What we will do:
1. Download LibreELEC USB-SD Creator
2. Download LibreELEC Image for our Raspberry Pi (in my case for RPi 3B+)
3. Insert microSD to card reader and backup data.
4. Run LibreELEC USB-SD Creator, select the LibreELEC image, select microSD then Write Image to Disk.
5. Insert the microSD to the Raspberry Pi, plug in peripherals (USB Keyboard, Mouse, HDMI to VGA)
6. Boot up RPi, configure LibreELEC for WiFi connectivity.
7. Add Remote Samba Share to LibreELEC, update library.
8. Watch Movies or Video files from your NAS!
