Phantom is the 8th and final enemy/boss character in the game.
The 8 enemy/boss characters can only appear on the 2P or 3P sides, and never the 1P side. They cannot be selected for use in any mode at all.
However, there is an input command in the Genesis / Mega Drive version of the game that allows Player 2 to control the boss character if you play through a 1-Player Story game. So in order for P2 to control a certain boss, you must reach him/her first.
===== Bosses' Special Moves =====
All of the boss character's Special Moves are performed by holding the MODE button and pressing an move button. Phantom for example, doesn't have any special moves, instead the MODE button performs his lightening and teleport. Press and release to do his Lightening Strike, or hold it down to do his Lightening Teleport. Some bosses have buttons that don't function.
It's a shame that the bosses cannot be selected to be used as 'normal' characters, as this would've definitely provided much more longevity and variety to the game, seeing as all the bosses are unique in design and gameplay. This is almost exactly the same scenario as the Japanese SNES game Dead Dance, where the bosses are not selectable as normal characters. Nintendo USA realised this and made them selectable via a command in the versus modes for the US version, Tuff E Nuff.
